Very interest observations from you. Do you know if software like CCleaner does manage to delete these cache and other files from the IE?

It should be able to yeah. IE does have a menu command to do the same though; Tools menu -> Internet Options -> Web history -> Delete

Or if you're really paranoid, run the browser (any browser really) in a sandbox (with auto-delete on exit enabled). It won't speed up browsing of course, since that is what the cache is for, but it will make verrrry sure all traces get deleted.

You can do all that but a good clue that the file sizes of your webcash.tmp and index.dat files is the same size afterwards and continues to grow. The location of these files can vary by operating system and browser of choice but since those files have been configured to be an integral part of your OS they are tough to deal with and merely clearing your cache and history using the applets in your browser won't touch those files. I've even heard these files are immune to many of the cleanup apps out there such as CCcleaner.

It's more about folks being able to stay in control of their computer and with the ability to essentially manage the way it functions and closing up the holes that represent privacy leaks.
