Arsby, it's not a joke. He's asking why Bungle the bear, from the UK children's TV show 'Rainbow', wears no clothes on the show during the daytime, yet wears pyjamas when he goes to bed.

And the answer is "For the same reason Donald Duck covers his constantly displayed crotch whenever his shirt is removed."
